What is the name of that Christmas book?

I can’t remember the name of one of my favorite Christmas books.
Maybe you know it.

There are elves working on Christmas eve and they are tired and didn’t have time to decorate I think, then the oldest elf makes a scrawny wreath out of twigs and some berries.
He puts it on the door. Then a polar bear comes around because she is hungary but gets the wreath stuck around her neck- she swims and tries to get it off and gets pretty fish stuck in it and more things, then she goes back scratches on the door and it hooks back on…when santa comes back he is very impressed by the beautiful frozen wreath on the door the most beautiful wreath ever.
I know I didn’t explain it well but…I CAN’T REMEMBER WHAT IT’S CALLED!!!
